Apache to Nginx webserver

    The website will now be hosted out of Los Angeles.

    With this change of location, I also changed the web server to Nginx.

    I've made some mistakes over the last couple days but I think I have most everything working. Please let me know if you notice anything broken?

    One mistake I made was trying to use PHP 7.0. Not a lot of the scripts we use are close to using the latest PHP. I've learned a lot and hope things work well.

    The site should roughly be able to handle 32k requests per second. A majority of the site should be in disk cache or memory cache after you load them once. This will allow faster refreshing.
